Parliament and Bureaucracy by J. R. Nethercote

Little more than a decade ago governments in Australia stood virtually supreme over the parliaments to whom they were nominally responsible. But since then Parliament has fought back and recovered much ground. Now, in the Commonwealth and in several State parliaments, committees have emerged that are demanding the accountability of the executive (upon which parliamentary power has always been based) in the fields of expenditure, administration, regulations, delegated legislation, statutory authorities and corporationsm, foreign affairs and defence, and Commonwealth-State relations. Parliament and Bureaucracy examines what has happened at both Commonwealth and State levels and the implications for ministers, the bureaucracy, and parliament itself.
